Aqua Sewer Rates - 2025

Introduction

What follows is a series of tables showing the rate changes resulting from the rate case Aqua filed May-2023. The new rates went into effect on February 22, 2025. The main emphasis is on residential rates, but there is also information on other categories.

Aqua groups its customers into various rate zones. The sections that follow details the data by rate zone. To answer the question of how much is MY rate going to change, you need to know which rate zone you are in. For the first five zones there is a listing of municipalities in that rate zone. For the remaining zones, it is essentially one municipality per zone. If you need more information on rate zones pdf pages 232 - 234 of Aqua's compliance filing has all the details: (LINK). The detailed tariffs then follow on pdf pages 236 - 255.
Special Cases - Act 12 Acquisitions

Aqua's previous rate case (filed August-2021) contained separate rate zones for each of five Act 12 Acquisitions:

Limerick
East Bradford
Cheltenham
East Norriton
New Garden

For the current rate case these five were combined into zones 1 & 2. That creates a situation where the rate increase for zone 1 or 2 does not reflect how the old Act 12 zone is impacted. For example, the average residential increase for zone 1 is about 7%. However, Cheltenham is now included in zone 1, but their residential rates went up about 67%.

To accurately depict how these systems are impacted, there is a section for each at the bottom of the page.
DSIC Note

When Aqua reports the amount of the increase, it is based on current bills versus the new tariff rates. However, the current bills include something called a "DSIC Charge". DSIC = Distribution System Improvement Charge. DSIC is a surcharge that gets added between rate increases. Including the DSIC charge makes the increase look smaller. But, that understates the true increase because new DSIC charges will be added before the next rate increase.

The rate increases in the tables that follow exclude the DSIC charges unless otherwise noted. This gives the true increase since the last rate case.
