Every year regulated utilities are required to file annual reports with the PUC.  The following is PDF page 24 from Aqua’s 2021 annual report to the PUC  LINK.  Line 21 (highlighted) lists the “New Garden Dry Line Activation” project and indicates a “Projected In-Service Date” of 12/31/21. 

 

It is noteworthy that PDF page 24 of the 2022 report (LINK) does not mention the “New Garden Dry Line Activation” project.  That is an indicator that the project was indeed completed by the end of 2021 since there was no additional spending the following year.
